Assistant Director of Player Personnel

Cyril Penn enters his fourth season with the Blue Bombers and first as Assistant Director of Player Personnel, where he will work directly with Kyle Walters, Ted Goveia and Danny McManus to build the team’s roster.

He was first hired by the organization as a scouting intern prior to the 2021 season, and spent the following two years as the club’s U.S. National Scout.

Prior to joining the Bombers, Penn worked for the UMass football program and the College Gridiron Showcase All-Star event while attending graduate school at UMass. He began his professional career as a sports reporter and editor, gaining experience at outlets such as The 33rd Team, SB Nation, the San Francisco Examiner, and the Napa Valley Register before transitioning into scouting. With The 33rd Team, Penn worked closely with former CFL head coach Marc Trestman and learned from former NFL executives such as Bill Polian, Joe Banner, Rick Spielman and Mike Tannenbaum.

In addition to his scouting and writing experience, Penn has worked with football analytics companies such as Sports Info Solutions and Atavus Football, and coached high school football in his hometown of Sonoma, California.
