
Officials will play a crucuial role in our new leagues, we are proud to offer up to $95* (based on two solo games) per night as compensation. Officials are instrumental in ensuring fair play, maintaining order, and upholding the integrity of each game, while ensuring the athletes have a positive experience.
Non-Training Requirements
All Officials must have a comprehensive background check, including a Criminal Record Check and Child Abuse Registry Check completed within the last 3 years. If you have already met this requirement, please download and submit a Annual Declaration Form stating your background check is clear and less than 3 years old. All submissions can be sent to technical@footballmanitoba.com
Training Requirements
Step 1: Register as an official with Football Manitoba and the Winnipeg Football Club

- Fill out the officials form under the “2026 Rural Flag Football.”
- Ensure you select the offline payment option. The Winnipeg Football Club is proud to cover the fees of new officials.
Step 2: Create your “Training Account”
- Visit: https://officials.footballcanada.com/
- Register for an account (View a step-by-step guide HERE)
- Select “Manitoba Flag Officials” as your association
Step 3: Register and complete the “Level 1 e-Learning Module”
- Email community@bluebombers.com to obtain a code that covers the cost of your training
Step 4: Register and attend the in-person “Level 1 Clinic”
- Navigate to “Clinics” and select “Manitoba” as your province
- Register for the Level 1 Clinic
- If there are no clinics currently listed, you will be notified when one becomes available.
Step 5: Take the “Level One Exam”
- Navigate to “Status” in your Football Canada Training account – Click on “Level One.”
- Once you are ready to complete the exam IN ONE SITTING, click “begin” beside Level 1 Flag Exam
- 2 attempts are permitted.
- Failing does not exclude you from moving forward with training or assignments; however, it will indicate that additional training may be required
- You may use the Football Canada Flag Rule book when taking the exam.
- Navigate to “Rulebook” and download the “Non-Contact Rulebook (2021)- Final (English).pdf”
Step 7: Time to Ref!
The payment rate is as follows*: $23.75 per game if assigned as a pair, or $47.50 if assigned individually. If you are scheduled for two solo games, your compensation will amount to $95 for the evening. For two partnered games, the payment will be $47.50 for the evening.
